In the most public disagreement to date between two of the city&#8217;s most powerful figures Mayor Kevin Johnson ignored an order by City Attorney Eileen Teichert to remove himself from Tuesday night&#8217;s council discussion regarding Johnson&#8217;s strong-mayor proposal. The issue was not whether Johnson should be allowed to vote on all matters regarding his proposal &#8211; a June 2010 ballot measure that if approved would significantly strengthen his powers as mayor. Teichert said that at the council&#8217;s request she is currently examining whether Johnson should have been involved in the vote setting the election date. The issue Tuesday focused on conflict of interest laws which generally center on whether an elected official has a direct financial stake in the outcome of a vote.</p>

He told jurors at his monthlong trial that he had no choice but to pay two hitmen $4000 to kill his father 45-year-old Norik Abramyan.</p>

Deputy Interior Secretary David Hayes says the administration plans to host a meeting in Washington next month designed to spur solutions. Hayes made the announcement while in Sacramento Wednesday to discuss federal efforts to free up water for irrigation and drinking water supplies as the state experiences its third year of drought. Interior Secretary Ken Salazar will hold a similar meeting in September about the Sacramento-San Joaquin Delta. The large freshwater estuary supplies drinking water to two-thirds of Californians and serves as one of the most important wildlife habitats on the West Coast.</p>

The Sacramento-based company &mdash; publisher of the Wichita Eagle and 29 other daily newspapers &mdash; announced a one-year companywide pay freeze in September. McClatchy treasurer Elaine Lintecum said the pay freeze would continue through December according to a report in the Kansas City Business Journal a sister publication to the Wichita Business Journal. McClatchy like most newspaper publishers is battling declining revenue and fewer print subscribers especially during the 20-month-old recession. Last month the nation&rsquo;s third-largest newspaper chain reported better-than-expected second-quarter earnings &mdash; $42. 2 million compared to $19.</p>

Schwarzenegger&#8217;s job approval rating is now at 28 percent according to a poll by the Public Policy Institute of California comparable to the ratings faced by former Gov. Gray Davis before he was recalled in 2003. The poll of 2501 adults was taken July 7-21 at the height of budget negotiations but before the $26 billion deficit had been resolved.
