Arnold Schwarzenegger and the Legislature approved the proposed sale to raise money to partially plug a $24-billion hole in the state budget. But Insurance Commissioner Steve Poizner vowed to fight it. “This is bad politics; it’s illegal and I’m going to stop it” said the wealthy former tech entrepreneur from Silicon Valley who is seeking the Republican nomination for governor in 2010.

The check-collecting soared Wednesday when at least 18 sitting legislators had fundraisers scheduled mostly at Capitol-area watering holes. All told lawmakers will hold more than 40 fundraising events this week and 30 next week. The parade will continue until Sept. 11 the final deadline for legislation to pass.

But billion-dollar industries haven’t been asked to sacrifice a single penny to get the state back on track. California voters know it’s no coincidence that these industries are among the largest donors to campaign committees controlled by elected officials and candidates for office. In one of the most egregious examples of Sacramento’s pay-to-play rules the governor stymied his own proposal for an oil extraction tax – a proposal widely supported by voters – after Chevron Corp. donated $500000 to his special election committee. Attempts to increase the sales tax on cigarettes were also stymied after Philip Morris gave $350000. And who knows what other budget fixes the public might have supported that were killed in the Legislature after the more than $120 million given to California legislative candidates in the 2008 election cycle alone. It’s obscene but perfectly legal.

The Texas-based restaurant chain has grown five times in size since 2003 and plans to open 10 more stores in the Sacramento region. There are already six local stores and at least two more are expected to open this year in West Sacramento and the Arden area. Nationwide there will be 60 new stores this year adding to 425 stores in 28 states. It is a remarkable growth spurt that is bounding ahead even in an economic downturn Howard said probably because of a simple format and a value-priced menu that appeals to recession-weary diners.
